As a result of the Thirteen's work, have become even more hostile than ever. Sure they're finally willing to talk to humans through human avatars known as the Fear Spawn, but there's also the fact that they slaughter anyone they even suspect of opposing them. And why is this?
Because of one stupid mistake that resulted in the creation of the Callow Fears.
No one knows how they came in to existence, but at this point it hardly matters at this point. All that does matter is that they're a group of fear-like beings that came about fairly recently in history and that the Fears absolutely loathe them. And guess who people think created them?
That's right, the Thirteen.

The Past part one..
At first the strange and unexplainable could be ignored. After all, there was only two of these "godly beings" known as the Fears and all they did was abduct a small child or whisper secrets to a man that was sleeping everyone once every few months. But not only did their activity become far more hostile and frequent, but there were also more of them appearing every day.
Dogs that would attack those who felt guilt, contaminated "water" that turned people they drank it into abominations, and sentient alternate universes that trapped people through doors became normal.
So the major governments rounded up their thirteen best scientists and put them to work on finding a way to destroy these abominations. One of them had the clever idea of studying the energy left by these creatures, and it soon became their main goal. Not that anyone cared of course. So long as The Thirteen was finding a way to make things better, they could care less about what they were doing.
Perhaps if they actually paid attention, things wouldn't be nearly as bad as they are right now...
